C.3.1. – Engineering Services

1. Engineering, System Engineering and Process Engineering Support

NRC provided total lifecycle support, software architecture and design analysis, and acquisition lifecycle support to NavMPS and PMA-281 for the Joint Mission Planning System (JMPS), an ACAT IV-T program and the Common Control System (CCS), a PEO (U&W) initiative to create a control station common across all Naval unmanned platforms. NRC personnel provide a primary source of technical expertise across the NavMPS product portfolio and frequently execute system evaluation, analysis, documentation, and overall assessment of advanced technologies for PMA-281.

5. Interoperability, Test and Evaluation, Trials Support

NRC provides analytical, engineering and technical support for Operational Test & Evaluation (OT&E) planning, execution, reporting, and in-service monitoring of High Order Language (HOL) Software Configuration Set (SCS) updates, Legacy SCS updates, airborne Radar configurations, weapon systems and sensor systems integration on Navy platforms including F/A-18 models A through F, EA-18G, AH-1, UH-1, AV-8B, and EA-6B.

C.3.1. – Engineering Services

7. Modeling, Simulation, Stimulation, and Analysis Support

NRC provides mission effectiveness analysis support to the Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) aircraft. Modeling, simulations and analysis (MS&A) provides additional UCLASS characterization within the simulation environment when UCLASS hardware is not available. The integrated simulated information products, provided by UCLASS MS&A, support each step of the kill chain.

NRC provided technical support to IBAR to enable laboratory and distributed modeling and simulation (M&S) functionality in the areas of studies, analysis and assessments; systems/software development; test engineering, information assurance; project planning, technical reviews and documentation; and configuration/data management.

9. System Design Documentation and Technical Data Support

NRC personnel assist in developing and coordinating acquisition documentation IAW DoN policies and procedures within PMA-281. In support of the NavMPS Program, NRC developed and managed updates for the CCS Business and Technical Rules and the JMPS-M Business Rules. These documents continue to be used by the JMPS and CCS programs to manage the acquisition process

C.3.2. – Program Management Services

NRC employees provides project management planning, execution, and control functions for the UCLASS MS&A effort. Areas of focus include the development of program plans, product and process specifications, schedules, work breakdown structures for cost control, and overall planning services. Participates in technical interchange meetings, planning meetings, test meetings, and program reviews and keep the customers apprised of program status.

10. Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support

NRC performed studies and analysis for the development and implementation of the IBAR JIEDDO virtual computing environment. NRC prepared analysis of alternative on the configuration of a Mission Assurance Category (MAC) II and III Virtual Cloud to support user requirements at all networking levels, along with workstation and server requirements.
